I. Job Summary
Utilizes engineering techniques and procedures to support planning and execution of major remediation projects. Evaluates bid documents (e.g., Technical Specifications, Construction Drawings, etc.) to guide the team in determining a safe, efficient, and cost-effective approach to projects. Manages activities and preparation of technical approaches in response to RFIs and RFPs, developing proposal task assignments and timelines, coordinating proposal development, overseeing submittal of final proposal, and developing supporting marketing materials. Supports project managers in field execution through development of project plans and coordination with outside engineering firms.

II. Essential Duties and Responsibilities
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other minor duties may be assigned.
  • Coordinates all aspects of proposal development from initial receipt of RFI/RFP to final delivery, including review and understanding of intended customer marketing strategy as defined by sales personnel.
  • Develops marketing materials (e.g., presentations, SOQs, project descriptions, fact sheets, etc.) to support sales efforts with new and existing clients/markets.
  • Works with sales personnel and other departments (e.g., estimating, safety, quality, legal, operations, etc.) to incorporate input into final documents.
  • Determines principles involved and project approach to be taken using judgment in the independent evaluation, selection, and adaptations of standard techniques/procedures as defined by bid documents (e.g., Technical Specifications, Construction Drawings, etc.) in order to recommend the most effective method of meeting customer requirements.
  • Meets both internal and external customer expectations for proposal content and delivery deadlines.
  • Writes technical reports to support field implementation.
  • Acts as a liaison with field staff and outside engineering firm representatives to ensure adherence to design specification and customer requirements.
  • Makes decisions independently on engineering problems and methods and represents the organization in conferences to resolve important questions and to plan and coordinate work.
  • Performs work which may include complex features such as resolution of conflicting design requirements, unsuitability of standard materials and difficult coordination requirements.
  • Reviews design and development plans; reviews cost estimates and schedules for completing the proposed projects and evaluates engineering proposals and specifications.

III. Supervisory Responsibilities
This job has no supervisory duties, but may occasionally act as a team lead.

IV. Qualifications
The requirements listed below are representative of the qualifications necessary to perform the job.

A. Education and Experience
  • Education: Bachelor's degree (accredited) in Engineering, Construction Management, or a similar area of study, or in lieu of a degree, High School Diploma or GED (accredited) and four (4) years of relevant work experience.
  • Experience: Six (6) years of relevant work experience (in addition to education requirement).
  • Preferred Experience: Degree and prior experience with experience writing technical proposals for a large engineering or construction company with a focus on remediation. CCR experience is a plus.

B. Certificates, Licenses, Registrations or Other Requirements
  • None required, professional Engineer licensure preferred

C. Other Knowledge, Skills or Abilities Required
  • Excellent verbal and technical writing communication skills.
  • Committed and highly motivated team player with the ability to work in an independent environment.
  • Ability to communicate with stakeholders at all levels in corporate and business unit settings.
  • Excellent understanding of a Microsoft Office environment to include Word, Excel, and PowerPoint.
  • Working knowledge of AutoCAD desired but not necessary.
  • Some travel may be required, up to 25%.

  • Required to be exposed to physical environment which involves dirt, odors, noise, weather extremes or similar elements rarely;
  • Normal setting for this job is: office setting.
